The article reveals the history of Ukraine's relations with the European Union. The author distinguishes five stages during which the implementation of Ukraine's European integration intentions is traced. The thesis is based on the weakness of the grounds for the conclusions about the irreversibility of pro-European changes in Ukraine and the need to accelerate the country's reform. ; У статті розкрито історію відносин України з Європейським Союзом. Автор виокремлює п'ять етапів, протягом яких простежує реалізацію євроінтеграційних намірів України. Обґрунтовується теза про слабкість підстав для висновків щодо незворотності проєвропейських змін в Україні і необхідність прискорення реформування країни.

After the completion of the main phases of EU and NATO enlargement, the countries of the «new» Europe became the key points of the American presence in Europe. Russia's aggression against Ukraine stimulated the emergence of the «Three Seas Initiative» in 2015. The Baltic-Black Sea Axis (Mediterranean) project has become relevant. This region has a number of unresolved interstate conflicts. The lack of common historical experience hinders the implementation of a socio- engineering project to create a new regional or local supranational identity. Various interstate entities, with different degrees of internal integration and consolidation, are «superimposed» on this geopolitical space: the NATO, the European Union, the Central European Initiative and the Black Sea Economic Cooperation Organization. The competition of «old» Europe and «new» conditionally pro-American Europe is added. Russia is playing on these contradictions. The methodology of writing the article is based on a combination of the principles of historicism, objectivity and systematic using problem- chronological, historical-comparative, analytical research methods. The purpose of the article is to compare the geostrategic projects «Intermarium» and «Three- Sea» in terms of their impact on Ukraine's foreign policy. The geostrategy of gas and oil pipelines is a key issue for the United States for both the Three Seas Initiatives and the Mediterranean. The geostrategic fragmentation of Eurasia, the weakening of the European Union's ties with Russia and China, and a new impetus to Euro-Atlantic cooperation are of strategic importance to the United States.Keywords: Baltic-Black Sea Axis, Three Seas Initiative, EU, NATO, USA, Ukraine. ; Після завершення основних фаз розширення Євросоюзу та НАТО ключовими точками американської присутності в Європі стали країни «нової» Європи. Російська агресія проти України стимулювала появу в 2015р. «Ініціативи трьох морів». Актуальним став проєкт «Балтійсько- Чорноморської вісі» (Міжмор'я). Цей регіон має низку неврегульованих міждержавних конфліктів. Відсутність спільного історичного досвіду заважає реалізації соціально-інженерного проєкту створення нової регіональної або локальної наднаціональної ідентичності. На цей геополітичний простір «накладаються» різні міждержавні утворення, з різними ступенями внутрішньої інтегрованості та консолідованості: Організація Північноатлантичного договору, Європейський Союз, Центральноєвропейська ініціатива, Організація Чорноморського економічного співробітництва. Додається конкуренція «старої» Європи та «нової», умовно проамериканської Європи. На цих протиріччях грає Росія. Ключовим питанням для США щодо обох проєктів є геостратегія газопроводів і нафтопроводів. Важливе стратегічне значення в обох проєктах для США має геостратегічна фрагментація Євразії, послаблення зв'язків Євросоюзу з Росією і Китаєм та надання нового імпульсу євроатлантичному співробітництву.Ключові слова: Балтійсько-Чорноморська вісь, Ініціатива трьох морів, ЄС, НАТО, США, Україна.

In the article, the authors analyse the issues of Ukraine's strategic cooperation and new opportunities for this country in the international arena, of historiographical analysis of the main results of studying Ukraine's participation in cross-border cooperation, identifying gaps in the study of the issue and the substantiation of the perspective directions of further scientific research. At the same time, the attention is focused on the historiographical interpretations of the Carpathian Euroregions' experience. It is understandable that the special place in this system of Ukraine's international relations with the neighbouring Central European states is cross-border cooperation, which is of more mass, unformalized and multifaceted nature than the cooperation of central governmental structures.It was noted that cross-border cooperation is not only an important component of good-neighbourly relations and strategic partnership of Ukraine and Central European states, but also an effective means of promoting Ukraine's aspirations as to its accession to the EU, a practical mechanism for applying European standards at the level of neighbouring countries' border regions.First of all, it is noted that the analysis of numerous publications of Ukrainian and foreign authors shows that the beginning of the European traditions of cross-border cooperation is associated with the country leaders' awareness of the need to eliminate border barriers as a demarcation line and join efforts to develop traditionally depressed border areas with underdeveloped infrastructure, high unemployment, difficult environmental situation, and dates back to the middle of the XXth century.And yet, while scientists, politicians and government officials evaluate the current level of this kind of interaction among the states of Central and Eastern Europe rather ambiguously, scientific and public opinion is exceptionally positively coherent as far as the prospects of this interaction are concerned. Different aspects of cross-border cooperation among the states of the region continue to cause steady scientific and practical interest, invariably being in the centre of attention of an increasing number of researchers, as well as politicians and statesmen. ; У статті автори висвітлюють питання стратегічного співробітництва України та нових можливостей для нашої держави на міжнародній арені, історіографічного аналізу основних результатів дослідження участі України у транскордонному співробітництві, виявлення прогалин у вивченні проблеми та обґрунтування перспективних напрямів подальших наукових студій. При цьому головну увагу приділено історіографічним інтерпретаціям досвіду діяльності Карпатського єврорегіону. Зрозумілим є той факт, що особливе місце в системі міжнародних відносин України із сусідніми державами Центральної Європи посідає транскордонне співробітництво, яке є більш масовим, не заформалізованим і багатогранним, ніж співпраця центральних державних структур.Відзначено, що транскордонне співробітництво є не лише важливою складовою добросусідських відносин і стратегічного партнерства України та центральноєвропейських держав, але й ефективним засобом прискорення європейської інтеграції України, практичним механізмом застосування європейських стандартів на рівні прикордонних регіонів сусідніх держав.Аналіз численних публікацій українських та зарубіжних авторів свідчить, що початок європейських традицій транскордонної взаємодії науковці пов'язують з усвідомленням керівництвом держав необхідності ліквідувати кордонні бар'єри як лінії розподілу та поєднати зусилля для розвитку традиційно депресивних прикордонних територій із недостатньо розвинутою інфраструктурою, високим рівнем безробіття, складним екологічним становищем і датують їх серединою XX століття.І все ж, якщо теперішній рівень такого роду взаємодії держав Центрально-Східної Європи оцінюється доволі неоднозначно, то на рахунок її перспективності наукова й громадська думка є винятково позитивно злагодженою. Статтю присвячено висвітленню особливостей третього, заключного акту «возз'єднання українських земель», здійсненого сталінським керівництвом Радянського Союзу наприкінці Другої світової війни – характеру та наслідкам приєднання Закарпаття до Української РСР у складі СРСР. Особливу увагу приділено аналізу процесу прискореної радянізації цього краю, здійсненого під керівництвом політорганів Червоної армії за участі місцевих комуністів та органів народної влади у 1944–1946 рр. The article is devoted to coverage of the third, the final act of "unification of Ukrainian lands", committed by the Stalinist leadership of the Soviet Union at the end of World War II - the nature and consequences of the accession of Transcarpathia with the Ukrainian SSR, USSR. Special attention is paid to the analysis process accelerated Sovietization of the country, carried out under the direction of political organs of the Red Army with the local Communist authorities and public authorities in 1944−1946.
